Frank was born in Indianapolis, Indiana on May 25, 1949. He was admitted to the Indiana bar, Ohio bar in 1976 and admitted to practice before the U.S. District Court, Southern District of Indiana. Preparatory education was from Indiana University where he graduated with a B.S. in 1971. Legal education was from Northern Kentucky University and his J.D. from Indiana University in 1976.

He was Deputy Prosecuting Attorney, Decatur County Indiana from 1976 to 1986, Greensburg, Indiana City Attorney from 1980 to 1995 and in 2000 to 2003.

He is a member of the Decatur County Bar Association (President, 1977 and 1994) and the Indiana State Bar Association.

Chris has been a member of Hamilton & Tebbe since 2000. He graduated as Valedictorian and Class President from Greensburg Community High School in 1992.

He then earned his B.A. in History from Xavier University in Cincinnati, OH graduating cum laude in 1996.
